Strange Bird Call Might Be Owl

Bird call on a November night in Anchorage. Maybe a great horned owl?

Observation by Mike Brubaker:

I was out for an evening walk with my dog when I heard this call in a grove of white spruce trees. I could not see the source, but suspect that it was some kind of owl. My cousin Emily is an ornithologist and used to live in Seward, so I sent her the attached video clip.

I'm inclined to say maybe great horned owl, but you all have so many owls up there I'm not 100% sure.
